That bullet becomes an informative note about API and chart conventions. The Editorial Committee to make adjustments as necessary. [L2/09-055]

Unicode Technical Reports — Bidi Issues (B.12.1.1)[118-C10] Consensus: Documenation error. See action 118-A29.
[118-C11] Consensus: Issue a Public Review Issue connected with 1) X9 in the Unicode Bidi Algorithm and 2) the "Bug 1" reported on N1 of the bidi algorithm, both as described in L2/09-073 and amended in discussion. The Public Review Issue will provide test cases that can be used to assess existing implementations.
[118-C13] Consensus: Ask the Bidi Committee to come up with proposed conformance test data and a background document for the Public Review Issue connected with 1) X9 in the Unicode Bidi Algorithm and 2) the "Bug 1" reported on N1. See 118-A32 and 118-C12.
