[123-C1] Consensus: Change the block name for Miscellaneous Pictographic Symbols to Miscellaneous Symbols and Pictographs (1F300 - 1F5FF).
[123-C2] Consensus: Accept two name changes:
from U+1F471 WESTERN PERSON to U+1F471 PERSON WITH BLOND HAIR
and
from U+1F4A7 DROP OF WATER to U+1F4A7 DROPLET
[123-C3] Consensus: Reconfirm the encoding of 63 emoticon symbols in the Emoticons block, with the revised code points, names, and glyphs as shown in document L2/10-135.
[123-C4] Consensus: Recommendation: Approve 222 CJK Unified Ideographs in the range U+2B740..U+2B81D, in a new block, CJK Unified Ideographs Extension D, U+2B740..U+2B81F, with glyphs and sources as shown in the multi-column chart in FDAM 8, with additional glyph and source changes approved by WG2.

[123-C10] Consensus: Accept 128 Miao characters for the Miao script, in the ranges U+16F00..U+16F41 and U+16F50..U+16F8D, in a new block "Miao" with the range U+16F00..U+16F8F, with glyphs, names, code points, and properties as shown in L2/10-093.
[123-C11] Consensus: Accept 143 Arabic math symbols, in a new Arabic Mathematical Alphabetic Symbols with the range U+1EE00..U+1EEFF, with glyphs, names, code points, and properties as shown in L2/10-105.
[123-C12] Consensus: Change UTS #37 so that we (1) require one or more representative glyphs for each proposed sequence from the registrant; (2) we allow the registrant to add additional glyphs to an existing registered collection; (3) we allow sequences to be in multiple collections by agreement of all registrants; (4) we describe a process in the standard that encourages registrants to avoid duplication.
[123-C13] Consensus: Advance working draft PU UTR #45 to approved.
[123-C14] Consensus: Restructure IndicProps.txt into two data files with one file per property and post for 6.0 beta review as provisional properties. Add values using title casing.
[123-C15] Consensus: UTC endorses the decision by the Editorial Committee to identify technical reports by "Editor" rather than "Author" in the header.
[123-C16] Consensus: For Miao, request the following changes to Miao names in our ballot comments re L2/10-093:
U+16F54 - U+16F7C : Change from "letter" to "vowel sign" in all the names;
U+16F51 - U+16F53 : Change from "letter" to "sign" in all the names;
U+16F7D - U+16F80 : Remove the word "letter" from all the names.
[123-C17] Consensus: Accept U+A7AA Latin Capital Letter H With Hook, with case pair to U+0266, and properties as given in L2/10-166, for encoding in a future version of the standard.

[123-C23] Consensus: Name the new Indic properties data files "IndicSyllabicCategory.txt" and "IndicMatraCategory.txt"; add them in the top level of the UCD directory; and change the name of the MatraPlacement property to IndicMatraCategory. See L2/10-190.
[123-C24] Consensus: Property Value and Property Value Aliases will not contain provisional properties.

[123-C35] Consensus: Issue a PRI for the set of test cases from L2/10-203 and reference code to provide those test cases.
[123-C36] Consensus: Authorize the issuance of the beta for Unicode 6.0.
[123-C37] Consensus: Update PU UAX #31 based on the feedback from Gihan Dias on PRI #161 in L2/10-112.
[123-C38] Consensus: Include the text in the working draft L2/10-178 as modified in discussion and subject to editorial review in the proposed update.
