Subject: Merge "Aspirational" into "Limited Use"

In UAX 31 version 10.0, remove Table 6. Aspirational Use Scripts, moving its contents into Table 7. Limited Use Scripts. Add a new Migration section explaining the removal, and serving as the anchor point for the old Table 6 link.
In UAX 39 version 10.0, remove references to Aspirational in the text and in Table 1. Identifier Status and Type. Add a new Migration section explaining the removal. Update the data to remove Aspirational, and adjust the contents of Limited as per UAX 31.

Background

It has become clear that the distinction in http://unicode.org/reports/tr31 between Aspirational Use Scripts (Table 6) and Limited Use Scripts (Table 7) is not of practical use. Moreover, it does not have a sufficiently clear definition for the committee to be confident in assigning a script to Aspirational (instead of Limited Use).
