Exemplar characters for Bassa (Latin) should contain vowels with tone markers

Should exemplars/main/bsq_Latn.xml be changed to include tone diacritics?
CLDR’s exemplar set for the Bassa language currently contains ASCII vowels, without any diacritics. However, a dictionary uses diacritics for writing the five tones of the Bassa language: http://cefliberia.org/wp-content/uploads/2016/12/BassaDict.pdf
According to http://www.unicode.org/L2/L2010/10217-n3847-bassavah.pdf (page 1), tone markers are mandatory when writing Bassa in the Basa Vah script. The document does not say if this also is the case when writing Bassa in Latin.
