Split out of cldrbug 10027:

The tzdata git repo has added a new zone America/Punta_Arenas which is intended to be part of the 2017a update; starting 2017-05-14 (UTC) both it and Antarctica/Palmer switch to a permanent offset of -3:00 from UCT, with no DST transition, thus deviating from America/Santiago and the "Chile" metazone.

cldrbug 10027: covered the changes for timezone.xml and metaZones.xml, this ticket is for the changes to Windows mappings.

IANA just released the 2017a tzdb that has the Punta Arenas change.

This new zone will be put out in a Windows Update in April. I will update the Windows mappings in the CLDR later this week after confirming with the Windows dev team about their new nomenclature.

Punta Arenas (and Planer) is mapped to (UTC-03:00) Cayenne, Fortaleza for now. This is done by #10089. Please update the mapping again in April once the new zone (?) becomes available.

So this is now just to update the CLDR Windows mapping when Windows releases a timezone update in April. Therefore, it goes to CLDR 32, so please don't make changes under this for CLDR 31 at this point.
