Description

/icu/makefile_header.txt has :

%prefix%_CLDR_VERSION = %version%

this turns into, in ICU's makefiles:

GENRB_CLDR_VERSION=%version%

then the manifests ( res_index.txt ) have this line:

echo " CLDRVersion { \"$(GENRB_CLDR_VERSION)\" }" >> $@;

the net result is that ICU locale manifests go out as:

// Warning this file is automatically generated
res_index:table(nofallback) {
    CLDRVersion { "%version%" }
    InstalledLocales {

obviously something got dropped…

of course supplementalData has cldrVersion{"31"}

Also removing org.unicode.cldr.util.StringArrayToMap(), as it was only used when generating the Makefile, and since its function is more cleanly done by either ImmutableMap.of()... or
ImmutableMap.Builder

I would like to roll this into 31.0.1 if at all possible.
