Remove redundant short name forms

Description

There are a number of names with attribute alt="short" that are identical to the default name. They aren't useful for anything but make the data files larger, and also cause unnecessary diffs if selecting short name forms when building ICU. I therefore suggest that they are removed (see attached patch file doing that).

The patch wouldn't work, because the tools and/or translators would add back in the next cycle. Instead, the CLDR tooling needs to be changed to recognize the inheritance sideways, and drop the redundant strings, automatically.

So the bug is to do the tooling.

I'm utterly unfamiliar with this codebase so I can't really say whether the code in skip-name-alt-short.patch would be good enough (or problematic), but I think it would solve the problem of dropping the redundant short names already in the tooling.

If nothing else, it might provide some kind of help (I feel decently confident that the unit test at leasts tests for the correct result) to whoever gets to implement this.
