New RBNF ruleset for Hindi oblique digit ordinals

Description

CLDR contains a ruleset for masculine ordinals spelled with digits in the 'direct' grammatical case ("digits-ordinal-masculine"), but not one for the oblique case. Adding such a ruleset would be useful:

-x: −>>;
0: 0;
1: =#,##,##0=ले;
2: =#,##,##0=रे;
4: =#,##,##0=थे;
5: =#,##,##0=वें;
6: =#,##,##0=ठे;
7: =#,##,##0=वें;

Note that a feminine oblique ruleset is not explicitly needed, as ordinals have the same ending in both direct and oblique case.

My changes also include removing unused grouping separators for numbers less than 7 for quicker loading of the rules, and allow invalid fractional ordinals to be formatted with a more visually distinctive rule instead of truncating the value.
