Description

Missing in the mappings at ​http://unicode.org/repos/cldr/trunk/common/supplemental/metaZones.xml:

<mapZone other="GMT" territory="GG" type="Europe/London"/>
<mapZone other="GMT" territory="IM" type="Europe/London"/>
<mapZone other="GMT" territory="JE" type="Europe/London"/>

Causing these to currently fall back to Atlantic/Reykjavik.

I cannot remember why 001 is mapped to Atlantic/Reykjavik. We may map 001 to Europe/London, then add a regional mapping for Iceland.

Europe/Jersey (JE), Europe/Guernsey (GG) and Europe/Isle_of_Man (IM) are independent zones in the TZ database, therefore independent canonical zones in CLDR. I agree by region default mapping for GG/IM/JE should be added, but it should be below instead.

OK - I found the reason why we don't use Europe/London as the golden zone for metazone GMT. In the tz database,

The criteria for the golden zone is - a zone can be mapped to the metazone all time since 1970-01-01, or the set of metazone names are exclusively used by a single zone. In fact, Europe/London may not satisfy the criteria. Strictly speaking, Europe/London is not even qualified as regional golden zone for metazone GMT with this definition.

For the same reason, I'll hold the mapping addition to GG/IM/JE in CLDR 32. We probably need to improve the definition/criteria for golden zones after 32.
