Add 3 Europe/London mappings in metaZones.xml

Reported by: keghani@… Owned by: yoshito
Component: supplemental Data Locale:
Phase: dsub Review:
Weeks: Data Xpath:

Missing in the mappings at http://unicode.org/repos/cldr/trunk/common/supplemental/metaZones.xml:

<mapZone other="GMT" territory="GG" type="Europe/London"/>
<mapZone other="GMT" territory="IM" type="Europe/London"/>
<mapZone other="GMT" territory="JE" type="Europe/London"/>

Causing these to currently fall back to Atlantic/Reykjavik.

I cannot remember why 001 is mapped to Atlantic/Reykjavik. We may map 001 to Europe/London, then add a regional mapping for Iceland.

Europe/Jersey (JE), Europe/Guernsey (GG) and Europe/Isle_of_Man (IM) are independent zones in the TZ database, therefore independent canonical zones in CLDR. I agree by region default mapping for GG/IM/JE should be added, but it should be below instead.

<mapZone other="GMT" territory="GG" type="Europe/Guernsey"/>
<mapZone other="GMT" territory="IM" type="Europe/Isle_of_Man"/>
<mapZone other="GMT" territory="JE" type="Europe/Jersey"/>

OK - I found the reason why we don't use Europe/London as the golden zone for metazone GMT. In the tz database,

# The Summer Time Act, 1972
Rule	GB-Eire	1972	1980	-	Mar	Sun>=16	2:00s	1:00	BST
Rule	GB-Eire	1972	1980	-	Oct	Sun>=23	2:00s	0	GMT
# Summer Time Order, 1980 (S.I. 1980/1089)
# Summer Time Order, 1982 (S.I. 1982/1673)
# Summer Time Order, 1986 (S.I. 1986/223)
# Summer Time Order, 1988 (S.I. 1988/931)
Rule	GB-Eire	1981	1995	-	Mar	lastSun	1:00u	1:00	BST
Rule	GB-Eire 1981	1989	-	Oct	Sun>=23	1:00u	0	GMT
# Summer Time Order, 1989 (S.I. 1989/985)
# Summer Time Order, 1992 (S.I. 1992/1729)
# Summer Time Order 1994 (S.I. 1994/2798)
Rule	GB-Eire 1990	1995	-	Oct	Sun>=22	1:00u	0	GMT
# Summer Time Order 1997 (S.I. 1997/2982)
# See EU for rules starting in 1996.
Zone	Europe/London	-0:01:15 -	LMT	1847 Dec  1  0:00s
			 0:00	GB-Eire	%s	1968 Oct 27
			 1:00	-	BST	1971 Oct 31  2:00u
			 0:00	GB-Eire	%s	1996
			 0:00	EU	GMT/BST

The criteria for the golden zone is - a zone can be mapped to the metazone all time since 1970-01-01, or the set of metazone names are exclusively used by a single zone. In fact, Europe/London may not satisfy the criteria. Strictly speaking, Europe/London is not even qualified as regional golden zone for metazone GMT with this definition.

For the same reason, I'll hold the mapping addition to GG/IM/JE in CLDR 32. We probably need to improve the definition/criteria for golden zones after 32.

  • Xref set to 10651

I filed cldrbug:10651 to track some design issue of "golden" zones.
