Lakhs and Crore not included as part of the Number format in Indian English

Currently, the rules included in the number format (http://st.unicode.org/cldr-apps/numbers.jsp) for Indian English do not include the commonly used large numbers lakh and crore which are defined as follows :
1 lakh = 105
1 crore = 107
This causes issues while supporting these numbers for several purposes for en_IN.
Attached is a suggested number format rules that adds these 2 large numbers to Indian English numbering system. (Other Indian numbers, such as Arabs are not included since they are not used in Indian English. Src : https://en.wikipedia.org/wiki/Indian_numbering_system. Also "lakhth" and "croreth" are never used so we have not made any changes to the ordinal. )
