Finish "wrong number format for thousands"

The wrong approach was taken for Arabic compact number format for ticket:9902, and was retracted. See comment 6.

Consider changing Arabic. However, also consider whether it should be done. The goal is very short numbers, using abbreviations that are recognizable in context, even if not typically used.

Moving to v33 since I don't have enough information.
It looks like the vetters reviewed all the short compact decimal data as part of v32 data submission.

What information do you have that indicates that we may want something other than the vetted data? Is it too long?
Do you mean that using "K" should be considered/reviewed for Arabic?
