Persian date formats

In the "fa" locale, we have the following standard date formats:

// gregorian
<pattern>EEEE d MMMM y</pattern>
<pattern>d MMMM y</pattern>
<pattern>d MMM y</pattern>

// generic
<pattern>G y MMMM d, EEEE</pattern>
<pattern>d MMMM y G</pattern>
<pattern>d MMM y G</pattern>
<pattern>y/M/d G</pattern>

// persian (copy of generic without G, per #9838)
<pattern>y MMMM d, EEEE</pattern>
<pattern>d MMMM y</pattern>
<pattern>d MMM y</pattern>

The order is a little surprising; in generic/persian the full order is different from the long/medium, and in all calendars the short order is different from the long/medium (although is it sometimes the case that numeric date formats have a different order). We should investigate these.
