Arabic: If we add « », shouldn’t the single guillemets ‹ › be added too?

Description

Currently, CLDR lists them as punctuation characters for Farsi but not for Arabic.

Our vetter disagrees.
The single guillemets are not used in Arabic. The double ones are used just like double quotes.
