Consider having date/time intervals

Description

For "events" in time, with a beginning and end, we would like to have date/time intervals, for instance \

2/13/2008 5:07 – 5:08 PM
2/13/2008 5:07 AM – 5:08 PM
2/13/2008 5:07 PM – 2/14/2008 5:07 PM

I am aware that the number of possible combinations could be large (date format * time format * greatest difference).

Date interval formatting is already included, see http://www.unicode.org/reports/tr35/tr35-dates.html#intervalFormats

This is about combined date/time interval formatting, not date interval formatting.

I think we already specify how to do this, but I will check and fill in details. There is a related bug to refine that description. We also have a few explicit combinations already, such as EHmm.
