Compact decimal forms for two different use

Description

We've had a couple of tickets fixing linguists work on compact decimals.

These two examples show two possible formats:

  1. commonly used
  2. recognized and used for confined space

Current CLDR data is only for common use, but this isn't clear to linguists as per the tickets that have been fixed in languages that should be very stable.
Should CLDR also have data for #2?
