Shorter TTS names for emoji

We would like to see the ability to have very short TTS names for emoji, so I suggest adding an optional

type="tts" alt="short".

This would only be needed where the names are too long, but we have to gather requirements for how to assess what "too long" is, and the degree to which these might not be unique.

Actually, for 😦 the spreadsheet shows that the name agreed on was "frowning face with open mouth" but the change here has "open-mouth frowning face" which is inconsistent with the other names keeping the face descriptor first. This should be changed per the spreadsheet agreement to "frowning face with open mouth".
