Use ALM instead of RLM and latin digits for BiDi (ar_XB) pseudolocale.

Description

ICU treats RLM (Right-to-Left Mark) as a whitespace character. This causes issues with parsing date and time values that contain non-numeric fields.

Using ALM (Arabic Letter Mark, http://www.unicode.org/L2/L2011/11432r-n4180r-alm-form.pdf) helps to avoid it and is more appropriate in Arabic context.

Additionally, explicitly defining pseudolocales number system as 'latn' is helpful for users who are not familiar with native digits.
