Use webfont for Myanmar

To assist in getting Myanmar data entered correct, we could use the "Noto Sans Myanmar" on that page. The setup is pretty straightforward.

(This is the most important case, but we could follow this model for other scripts, to make sure that multiple translators see consistent displays.)

Google Fonts offers Padauk as a drop-in web font for Myanmar script.

Already done in r9668 and r9686 (3 years ago) to use Paduak, Myanmar3 (popular fonts) otherwise MON3 as a webfont. Note that while the general intent is good, always loading fonts slows things down CONSIDERABLY because we don't have webpack or anything like that, nor a mechanism to load webfonts only when the relevant language is used. This is especially painful with less-than-optimal Internet connections or computing environments. So consider carefully before putting a lot of webfonts in here. The current behavior (based on feedback I think) uses fonts on the user's system, and ONLY loads webfonts if Paduak or Myanmar3 are not installed.
