This is a collection of problems.

  1. The UnicodeSet document should include $ as a syntax character. It needs to be quoted if used as a literal. That needs to be documented.
  2. We need to add a test to disallow currency symbols in exemplars.
  3. We need to drop $ from Kölsch
  4. ICU documentation also needs to document $ or point to CLDR.

I've attached a patch to address problem #3 ("We need to drop $ from Kölsch") which would be possible to apply already now, without waiting for all the other problems to be fixed.

The text added to tr35.html in r13565 states that $ is Equivalent of \uFFFD but the bug report in icubug:13198 says that having $ in the exemplar set returns a UnicodeSet that includes the U+FFFF codepoint.

Is it really correct like this, or has there been a mix-up between FFFD and FFFF?
