For example, when going to http://st.unicode.org/cldr-apps/v#/pt/Compact_Decimal_Formatting/5d75ebc6ecbd3386 and hover over the example, it says

12 million

when in reality this is the "-one" value, which is singular, so we should display a sample value that qualifies as a singular number according to the target language's plural rules.

Additionally, the value could potentially be a fractional number, so we should display an additional example of that:
-one
01 million
1.21 million (assuming that is still singular in the target language)

-other
12 million
12.3 million
