This change made LDML2ICU to fail. We also need to disable telephoneCodeData in LDML2ICU. Because it's obvious and my urgent work (Japanese era) is blocked by this issue, I committed the fix under this ticket. Please check my commit https://unicode.org/cldr/trac/changeset/14372. Once you agree on the follow up fix, please send this back to review state - so I can close this issue. Thanks.
