CLDR test for en-dash

Reported by: kristi Owned by: backend
Component: to-assess Data Locale:
Phase: dsub Review:
Weeks: Data Xpath:

There's be a couple of locale data with en-dash for the minus sign. These are only caught by diffing the data currently.
Can we add an error/warning when a vetter enters en-dash as the minus sign?

en-Dash U+2013 (–) – is used quite common as minus sign in editors, but people could mean the minus symbol (U+2212)
Hyphen U+002D (-) – some locales use this
Minus symbol U+2212 (−) – some locale use this, but not an obvious input for vetters

Should we put a link to this utility in the Translation guidelines as part of the error message? https://www.cs.tut.fi/~jkorpela/fui.html8

Should be consistent, if we check for the symbol we should check the number patterns also.
