it seems that ST does not output the pxml (the proposed content) for annotations.
We should fix this to capture the data.

pxml somehow got fixed, but there's a remaining generation bug. If the user's name contains doublequotes or other invalid XML, we get the users.xml file is generated invalid (with quotes:

<user name="Steven "XMLBreaker" Loomis" id="295" />
