ES_ES timezones are incorrect

There are two timezone names with issues in Spanish Spain:

  1. "Santiago" can be misleading as there is a city name called Santiago in Spain. The correct name of this city from Chile is and has always been "Santiago de Chile".
  1. "Madrid" should be used instead of "hora de verano de Europa central" to keep consistency with how the other time zones are translated (usually names of cities, or regions). Using "hora de verano de Europa central" would be incorrect, since this means "European Central summer time" and it's not what English reads ("Madrid"), and again, it would be misleading for users that are seeing ALL the other time zones with city/region names only.

While our vetter for es_ES agrees, it occurred to me that this may not be desirable for es_419 as there's likely less chance of ambiguity there. I reached out to our vetter for that locale but haven't heard back yet. It might be best to make this change in es, but then restore the original in es_419.

Actually the vetter for es_419 favors the change as well, so will fix in base locale only.

I submitted a fix for Santiago.

The other issue is confusing. It doesn't seem to be a mistranslation or localization issue as the app using two different values.

The Spanish version is using http://st.unicode.org/cldr-apps/v#/es/Europe/1291b321c7317b0d while the English version is using http://st.unicode.org/cldr-apps/v#/es/Europe/1e5b63a10b43fdd9. I don't think we want to mess with that translation. Seem like an implementation error.
