Finnish negative decimals are not parsed with a hyphen sign

Description

When parsing Finnish (FI) decimal numbers, the parsing according to the spec fails, if the negative sign is a hyphen (U+002D) and not an n-dash (U+2212).

This is probably unknown to most Finns, even ones working in IT. It took me totally by surprise, see http://bugs.java.com/bugdatabase/view_bug.do?bug_id=JDK-8189097

I wish the number specification could be updated in a way that negative numbers could be consistently parsed regardless of locale. The decimal notation (dot or comma) causes already enough trouble.
