New Japanese era name

Description

Japanese era (https://en.wikipedia.org/wiki/List_of_Japanese_era_names) will be changed in 2019 as the current Japanese emperor is going to abdicate the throne in 2019. At present, the possible date of change is April 1st, 2019. CLDR will need to be updated appropriately. The new era name will be announced maybe in 2018, next year.

According to the latest information, May 1st 2019 (not April) will be the first day in the new era. The new era name should be ready by summer 2018.

We probably cannot get actual era name before CLDR 33 release, but may put transition date with place holder name.

One question about placeholder name. Is the placeholder name, e.g. "QQ", "Qqqq", acceptable by the Japanese community for pre-release/beta software?
Is there a guideline to get the community to test the change? Should this change be turned on/off on pre-release software?
