Unfortunately, these rules are incomplete. If you test them with http://st.unicode.org/cldr-apps/numbers.jsp, you'll notice that they start breaking down on large numbers. The following seems roundtrips for large numbers.

I've also read that Sinhala inflects nouns for grammatical number, gender, person, tense, case and definiteness. So it's possible that the cardinal number is incomplete. The resources online only seem to cover the numbering system. I haven't found any resources that says that number pronunciation is affected by grammatical gender. So this may not be an issue.

It would be nice to have the ordinal numbers and larger cardinal numbers contributed too.

I suspect that 2000 is written incorrectly with these proposed rules, but I can't tell.

Also I'm seeing different spellings of the numbers from these resources.

How have these rules been vetted? Do you have an authoritative source? Right now, I have too many doubts on the accuracy of these spellings to include it into CLDR. Since the original rules didn't work, I suspect that no one has reviewed the results either.
