ST: update docs about length warnings on emoji translations

Emoji localizations are still subject to the same length warnings as other items in CLDR, but much more likely to trigger them in certain languages. At the same time, the likely implementations of these localizations (voiceover, broader UI) make them less sensitive to length. See http://st.unicode.org/cldr-apps/v#/de/Smileys/1fe0bf4741b7d925 for example.

In order to avoid linguist confusion and possibly compromised translations, we should suppress the warning (or greatly increase its tolerance).
