Description

The following 3 transforms were not restored as a part of https://unicode.org/cldr/trac/ticket/10728. They have been in CLDR for ages (eg Syriac since 1.5) without reported problems (and look pretty reasonable). Unless there is evidence of problems I think we should restore them.

By "restore", I mean restore to the ICU release, by setting the draft status appropriately
