Misleading plural examples for cardinal 'few' and 'other' in Romanian (ro)

'few': 0, 2~16, 101, 1001, …
rule: n = 0 or n != 1 and n % 100 = 1..19

'other': 20~35, 100, 1000, …

Is there a reason to use seemingly random numbers (16, 35) in the description of the rule? Romanian is not the only case, even Italian has 2~17, so I might be misunderstanding the goal or meaning of the Examples column.

For example, I would expect for Romanian:

'few': 0, 2~19, 101~119, …
'other': 20~99, 100, 120~199, …
