Different dictionaries use different orders for the tone marks, which are shown on 'a' as à ả ã á ạ - ɡrave, hook, tilde, acute, underdot, in the order in CLDR Version 32. The Microsoft style guide (http://download.microsoft.com/download/5/3/4/534d55a3-e478-4118-8d39-7db0f6f8d5c5/vie-vnm-styleguide.pdf) shows the order "grave, acute, hook, tilde, underdot". The 'Tuttle Compact Vietnamese Dictionary: Vietnamese-English English-Vietnamese' uses the order "acute, grave, hook, tilde, underdot", and this order is used by several other dictionaries.

At present, it is usually fairly easy to customise a Vietnamese collation to use one of these alternative accent orderings. However, if tone marks are confirmed to have a primary weighting (but to be applied after rearrangement), customisation will become more difficult. I have therefore raised this ticket to record the potential issue, rather than to immediately request a proliferation of Vietnamese sort orders identifiable by locale.
