ZH locales using 12-hour time format is awkward

Description

We've received a report from our translators that China officially uses 24-hour time formats.

"Thanks for your advise to use 24 hour format, and we also prefer to and suggested use this one, so that we can avoid some awkward issues like 上午 1:32 for 1:32 am, which we usually call "midnight" in China."

It seems like the DayPeriods data is meant to address this, but would it not also make sense to use 24 hour time in the time format data in cases where the DayPeriods data can't be used?
