Dutch dayPeriods contain wrong apostrophe

The CLDR data for all Dutch ("nl") variants uses a LEFT SINGLE QUOTATION MARK (U+2018) for the apostrophe in "'s", but this should either be a plain APOSTROPHE (U+0027), or a RIGHT SINGLE QUOTATION MARK (U+2019). Cause of the error is probably the "smart quotes" feature of some word processor.

The wrong apostrophes are used for the dayPeriod elements of the Gregorian calendar:

morning1: ‘s ochtends -> ’s ochtends
afternoon1: ‘s middags -> ’s middags
evening1: ‘s avonds -> ’s avonds
night1: ‘s nachts -> ’s nachts
