Hi, apologies in advanced for the terse submission below, please let me know if any more details we can provide.

We're using php.net/strftime on linux to format a datetime with format %c (Preferred date and time stamp based on locale), we're finding that it includes a timezone identifier for some locales but not for others.

Examples with timezone set to UTC, with output of strftime('%c')

locale = en_GB.utf8
%c = Wed 07 Mar 2018 01:41:54 UTC

locale = pl_PL.utf8
%c = śro, 7 mar 2018, 01:41:54

locale = it_IT.utf8
%c = mer 07 mar 2018 01:41:54 UTC

locale = th_TH.utf8
%c = พ. 7 มี.ค. 2561, 01:41:54

Is this something we can update ourselves in the source such that all locales include timezone identifier for Preferred date and time stamp based on locale?

CLDR does not implement linux strftime. Please file a bug against linux.
