Description

Unlike everything else in the survey tool, the emoji keywords is a collection of relevant synonyms of a certain emoji, i.e. the data point has multiple values. Currently the survey tool forces the linguists to make different collections of keywords and voting for a winning collection. This causes issues like described in bug:10973

A different idea is split out the localized keywords in their own separate values and making the votes non-exclusive to each and let vetters vote for multiple values. In other words, instead of radio buttons we would have checkmark buttons on these values.

Then the ending value would be a dynamic collection of localized words that meet a certain criteria, such as "at least two vetters votes" or similar.

It would at minimum require:

  1. Revising the survey tool's interface for emoji keywords only.
  2. Changing the build scripts to cumulate the voted values into the expected format in xml.
