Please add the Tuvan language to CLDR. Tuvan (or Tyvan, Tuvinian) is a Turkic language spoken in Tuva in the Russian Federation.

Note that, like all the other Turkic languages, Tuvan has the following behaviour of number: With numeral quantifier expressions the unmarked form is used. In other cases, the plural -LAr form is used.

I think that this is the right way to do it (two numbers, one/other) but it should probably be the same as the other Turkic languages that are already in CLDR (Tatar, Turkish, Uzbek, Kyrgyz, Kazakh, ...).
