change LC_PAPER to en_US in es_BO local

i18n defaults to A4 paper, that class of paper is impossible to find in Bolivia, the de-facto standard is 'letter' or en_US 279x216.

Note that the official paper size is A4, as recognized by the standardization body IBNORCA. But clearly, nearly nobody uses this format.

Note that Debian yet introduced the same exception for the neighbor country of Paraguay, that experience the same situation (https://sources.debian.org/src/glibc/2.27-2/localedata/locales/es_PA/#L127).

Note also that we filled bugs in Debian (#880675) and GNU glibc (#22996), but the upstream is Unicode.

Please let me know if and which references you need to accept the request.
