According to http://www.sbn.gob.pe/Repositorio/resoluciones_sbn/RESOLUCION_559_0309.pdf (see p. 7), es-PE seems to have an official(?) resolution to use ' ' as a thousand separator and a comma as a decimal point.
In ticket:1544, es-PE was changed to use a comma and a full stop for thousand separator and decimal point.
The above document need to be reviewed to see if es-PE number format needs to be changed.
BTW, it's reported against Chrome ( http://crbug.com/818169 ). I initially closed the bug as WAI based on ticket:1544, but the bug reporter later stumbled upon the above document.
