Add symbol for unknown currency

Description

CLDR root data should explicitly add U+00A4 ¤ as the symbol for unknown currency XXX.

ICU used to do this automatically, but no longer will unless it is in CLDR data.

The best time to get this in would be in CLDR 33.1, so that there would be no user-visible behavior change between ICU versions.

LGTM for CLDR; have you confirmed that it works once the data is pulled into ICU?

Is this change landing in CLDR 34? It would be nice that no user-visible behavior change between the ICU versions we have in Android.

It is in CLDR 34 and has been integrated into ICU master, with tests passing.
