Add new language names to CLDR: cak, meh, mix, son, zam

Description

We identified 5 languages that are shipping in Mozilla products, but are not available in CLDR as language names.

To clarify, the request is only to add them to the list of languages (localeDisplayNames), so that they become available for translation in other languages.

cak: Kaqchikel
meh: Southwestern Tlaxiaco Mixtec
mix: Mixtepec Mixtec
son: Songhay
zam: Miahuatlán Zapotec

Mostly interested in understanding the process to add them, because we'll likely have more in the future.

1) How can new language names be added? Is editing main/en.xml enough?

I tried to look at the blame of the file

2) Would it be possible to provide some translations while creating these languages? There are newly added, so we would only have a handful of translations, but given time we can provide translations in more languages.

This data is *already in* the iso-639-3.tab. The "problem" is that these items need to be added to coverage, because they are currently known by CLDR but excluded due to coverage. (there are almost 8,000 entries in iso-639-3).

I take iso-639-3.tab is

Could you clarify what you mean by "coverage"?

In the long term, we plan to seed these locales, given that we're relying on CLDR data more and more in our products (e.g. to determine the plural form, format dates, etc.)
