Short date formats containing only two year digits

I find it awkward that the short date format contains only two year digits for some locales (e.g. en_US, de, de_CH, it_CH, fr_CH) but not for others (e.g. fr).

As a user i think a date should be clear without ambiguity. E.g. the 1st of January 1907 formatted as "01.01.07" or 01/01/07 makes it unclear which century the date originates from.

I am a user of globalized software (i.e. .NET Core) that relies on ICU to format dates to strings. I would like to rely solely on the locale/globalization data producing the most compact but also clear format without specifying my own.
