Document Import of Winning votes to a locale you no longer have contribution rights

This user example show that the User used to have permissions for PT, but now only has permissions for pt_PT.
In this case:

  1. Import does not import in his old votes on Pt even if they are winning votes.
  2. When you go into Old votes, all of this user's votes in pt are selected for import. I'm assuming it's because these are all currently winning values.

Confirm #2 is true and that it's okay for this user who no longer has permission in pt can import old votes (no harm done since they are winng?)

What actually happens is that the vote isn't accepted, and the user isn't informed. The visible clue is that the "Winning Vote Count" doesn't change, and the item is still shown as available for importing. If the vote had been accepted, the "Winning Vote Count" would decrease by one and the item wouldn't still be shown.

Although the user is not informed, the event is logged by this code in survey.js:

SurveyLog.logException(ix, "Vote not accepted: Trying to vote for " + xpathString);
