Inclusion of "Rocky mountain" vs. "Moutain time" guidance

Feedback on Korean for Rocky mountain time in ticket: http://unicode.org/cldr/trac/ticket/10654 may be due to lack of clear guidance.

As reference in the ticket:
German with "Rocky": http://st.unicode.org/cldr-apps/v#/de/NAmerica/6a604f36d3f2f392
Korean with "Rocky": http://st.unicode.org/cldr-apps/v#/ko/NAmerica/6a604f36d3f2f392

Can we add information on how flexible linguists can be to follow the common usage for Timezone names?
Use "Rocky" as an example.
