ST: sub-locales are not showing emoji code identifiers

According to http://cldr.unicode.org/translation#TOC-What-s-new-in-this-release users can search in the identifier field for "E11" to find new emojis.

Problem is that this identifier doesn't show up in sub-locales, so vetters for reasonably large locales such as en_GB, pt_PT, fr_CA can't make use of this.

Searching in browser for "E11" on the page http://localhost:8080/cldr-apps/v#/fr/Symbols2/ it is found in the Others column for "↙ -name". The Info Panel indicates: "E11 This item is inherited from the root locale." The Winning column has "flèche bas gauche".

Searching in browser for "E11" on the page http://localhost:8080/cldr-apps/v#/fr_CA/Symbols2/ it is NOT found. Winner is "flèche pointant vers le bas à gauche". Inherited item in Others column is "flèche bas gauche".

Is the idea to add E11 as another item in the Others column for fr_CA, like the one in fr? In this special circumstance we include not only item inherited from direct parent, but also from root?

Changed milestone to 36, not needed for 35 due to scoping, per meeting with Mark and Kristi.

Maybe have some UI mechanism (control/command key??) for going to the next "english-changed" value?
