We aren't able to properly handle the subdivisions in ST. We can't pull them all in, because there are far too many. However, what we could do is the following.

For some small set of subdivisions — initially the ones we need for emoji names — we copy the subdivision xml to the appropriate main file wherever it is not there already.

For example, we copy from subdivisions/fr.xml into main/fr.xml

<subdivision type="gbsct">Écosse</subdivision>
<subdivision type="gbwls">Pays de Galles</subdivision>

After all the main/ resolution is done, we have a tool to copy these back into subdivisions, marked with alt='duplicate'. That way the respective subdivisions are full files, and the duplicates are marked (this will also make the tooling work better). We document that there may be duplicates.

We can later extend this, if we want, so that we copy in more subdivisions. For example, we could move the subdivisions for countries that have German as a primary official language into main/fr.xml
