Description

There is no specification for the new number skeleton syntax introduced in ICU 62, just the lonely design doc:

Date patterns and date skeletons are mentioned in the spec, and number patterns are in there, but not number skeletons.

I hope to at some point be able to expose number skeletons in places like ECMAScript and the Android SDK, and it would really help if there were a spec for the skeleton syntax.

We probably want to give this a name, like

Extended Decimal Format Patterns

We can give a bit of introduction as to the additional features that they enable (including readability) then launch into a description of the patterns. Best would be a table, I think. We'll have to describe the effects rather than simply reference, say Rounder.integer, so it will expand a bit. For anything that has a more complex structure, we'll want something more definitive like EBNF. Can discuss...
