Any data is completely missing from French/Miscellaneous/Transforms on.

French/BCP47 and French/Supplemental are empty.

My position has changed in that any set of empty pages in ST may either refer to data that are missing on those pages, or to pages that don’t need to be in ST.

https://www.unicode.org/cldr/charts/34/supplemental/index.html informs that there are non-locale data, and not all are in charts.

If there isn’t any data missing, I’d suggest to remove empty pages from SurveyTool locale displays.

Added to Known Issues.

Should also address cases like Characters > at a Basic level. They are empty and should either be grayed out or not appear.
