Make regular automated backups of Survey Tool database

There should be regular automated backups of the Survey Tool database. A cron job on the st.unicode.org server, calling mysqldump, is the obvious and probably the best way to do this. Currently backups are only made manually and sporadically. Benefits of regular backups include: (1) recovery from unexpected failures that might cause data loss or corruption; (2) the ability to revert temporarily to earlier db versions (on localhost or smoketest) for reproducing and fixing bugs that depend on particular states of the data. For these purposes, ideally the frequency, quantity, and longevity of backups should all be maximized; however, some compromises are necessary to avoid excessive server load and storage requirements. Backups should be regularly copied or moved to an off-site location, possibly using rsync as a cron job.

A related task is, after exporting the db from st.unicode.org, to import it and redact it on cldr-smoke.unicode.org. We already have a script cldr-redact.sh that we've used manually.
