pt_PT currency position

Description

The currency symbol is placed at the end: http://st.unicode.org/cldr-apps/v#/pt_PT/Number_Formatting_Patterns/53687a25c19b6481
But the symbol is in the front in compact decimal formats: http://st.unicode.org/cldr-apps/v#/pt_PT/Compact_Decimal_Formatting/5825fdcd5f32c291

Seems strange, but all vetters voted for this inconsistency.
We should look into this.

Also note that the compact decimal forms have inconsistent spacing. Some have currency symbol followed by amount, others have currency symbol followed by a space and then the amount.

Peter, I'm asking for your review in case you can think of other areas to be considered besides what's exposed in the survey tool.

I looked at all of the pt_PT currency formats in xml and they currently all have symbol at the end (note there is the unusual treatment for currency PTE (old Portuguese Escudos) that makes the currency symbol blank and turns the decimal separator into $ to produce e.g. 123$45)
