Favor the last-release value in Survey Tool tie-breaking

The current tie-break for values is alphabetical. That is, where there is a tie above between Juli and Juni, Juli wins because it is alphabetically less. The suggestion is, in the case of ties: favoring (a) the last-release value, then (b) the (soft) bailey value, then (c) the alphabetical order (as a last resort).

Note that (b) may win over (c) with current code in branch for 11299 due to default collation putting "↑↑↑" before "AAA"; that should be documented and covered by automated testing.
